The bans are only affecting eroge which means ero games/h-games. A separate ban on loli on all mediums is being pushed by other groups although no response/action has been made yet AFAI've seen. Even the queen of Sweden is pushing Japan now.

You need to take into account the numbers of child abuse (the sexual nature) in japan and in the western countries. Now i dont know the numbers but where i live (UK) theres something about child abuse every month which is rather high. So these so called "Sensitive" western countries really don't want to encourage child sex attacks when the numbers may already be high enough.
